A safeguarding conversation with a parent is not the same as an ACAS disciplinary meeting or a YOT risk review. Each sector loads its own knowledge pack, roles, process stages, and rubric. Citation strength follows pack depth — deepest in Children's and HR today; other packs are live early access.

Reason 1
Different statutory frameworks
Children's services uses Working Together to Safeguard Children (England); adult care uses the Care Act 2014 (England); HR uses the ACAS Code; health draws on NHS safeguarding duties; youth justice uses YOT frameworks. Mixing these would produce unreliable feedback.
